jubalandThe Interim Jubba Administration (IJA) welcomes the historic agreement signed today October 14, 2014 in Garowe.

The Agreement will serve as the blueprint for genuine Federal and State cooperation in a trusted manner.

A significant agreement outlining 12 articles designed to cement further cooperation between the Federal Government of Somalia and Puntland State of Somalia as testimony of how the two parties are committed to this milestone agreement.

The articles in this agreement touches on critical issues significant and beneficial to all Somalia, particularly, formation of Federal Administrations, such as the Article 1 on Constitution and Federalism.

This article establishes a pledge to completing the state formation process, while ensuring that Federal Member States, Interim and Emerging Administrations are consulted on constitutional review processes. The Agreement also addresses important issues such as the creation of an integrated, inclusive and transparent SNA Forces.

It also highlighted transparent inquiries in land disputes and fair distribution of national resources and international assistance.

The Agreement will also serve as a living document affirming the role of Federal States as national stakeholders and ensuring comprehensive consultations on pertinent Federal issues.

The IJA would also like to acknowledge the exceptional work of EU, IGAD and UN partners, in facilitating and empowering this momentous accord achieved today between Puntland State and the Somali Federal Government.

This agreement will also serve as a model for all future dialogues between SFG and Federal Member States and regional Stakeholders in the realm of Peace and State-building Goals. The IJA would like to once again reaffirm its commitment to supporting all efforts guided by an obligation to the Somali people to create a united, inclusive and developed Federal Somalia.
