OUTCOME OF THE MEETING OF THE HEADS OF STATE AND GOVERNMENT OF THE TROOP CONTRIBUTING COUNTRIES OF THE AFRICAN UNION Mlss10N IN SOMALIA (AMISOM): NEW YORK, USA; 21 SEPTEMBER 2017

A meeting of the Heads of State and Government of the Troop Contributing Countries (TCCs) to the African Union Mission in Somalia (AMISOM) took place in New York on Thursday, 21st September 2017 on the margins of the United Nations General Assembly.

The Summit, chaired by His Excellency, Yoweri Kaguta Museveni, President of the Republic of Uganda, was also attended by His Excellency Hailemariam Desalegn, Prime Minister of the Federal Democratic Republic of Ethiopia; and His Excellency Hassan Ali Khaire, Prime Minister of the Federal Republic of Somalia.

His Excellency Amina Mohamed, Cabinet Secretary for Foreign Affairs represented the Government of the Republic of Kenya, His Excellency Mohamed Ali Youssef, Minister of Foreign Affairs represented the Government of the Republic of Djibouti and His Excellency Alain- Aime Nyamitwe, Minister of Foreign Affairs and International Cooperation represented the Republic of Burundi. His Excellency, Smail Chergui, Commissioner for Peace and Security represented the Africa Union (AU) Commission.

The Summit exchanged views on the prevailing political and security situation; and the challenges facing the African Union Mission in Somalia. Following deliberations, the Summit: –

1. Reaffirmed its commitment to continue to assist the Federal Government of Somalia (FGS) in its stabilization efforts;

2. Reiterated the importance to respect the sovereignty, territorial integrity, political independence, and unity of Somalia and called on all countries to refrain from disruptive interference into Somalia’s internal affairs;

3. Underlined that the primary responsibility of security in Somalia lies with the Somali people and institutions, and in this regard, caned on the Federal Government of Somalia to accelerate efforts to develop more inclusive politics, and make social investments crucial for Somalia’s stability and prosperity;

4. Commended the achievements made by AMISOM and the Somali National Security forces in restoring security in Somalia and in particular in degrading the ability of Al Shabaab to carry out its terrorist activities against the people of Somalia and the region;

5. Expressed serious concern at the inadequate troop numbers and lack of predictable and sustainable funding of AMISOM; including the continued lack of force enablers and multipliers;

6. Called on the United Nations and other partners to clarify the situation regarding funding for AMISOM by November 2017, upon which the TCCs will decide on the next course of action;

7. Stressed the importance of improving coordination of international support in building national institutions in Somalia;

8. Requested H.E President Yoweri Kaguta Museveni to champion their concerns to the international community.
